Garci files candidacy for Bukidnon congressman

Virgilio Garcillano, former commissioner of the Commission on Elections, filed his candidacy to run for congressman of Bukidnon, a television station reported on Wednesday. Garcillano is running as an independent. He is expected to run against Malou Acosta, the sibling of incumbent Rep. Nereus Acosta, in the first district of Bukidnon. Before filing his candidacy, the report said Garcillano went to several towns in a motorcade with his supporters. He wrote in his certificate of candidacy "Garci" and "Chill" as his nicknames. He said he was not afraid to use "Garci" in his electoral campaign even if the nickname reminded people of the scandal in the 2004 elections. Garcillano was allegedly involved in the electoral fraud or the so-called "Hello Graci scandal" that spelled presidential victory for Gloria Macapagal Arroyo, three years ago. A recorded call where United States President Donald Trump appeared to be pressuring a Georgia official to change election results in the state is reminiscent of the “Hello, Garci” scandal also involving a president that disturbed the Philippines over a decade ago.

On Sunday, January 3, the US media released a recording of an hour-long call between President Trump and Georgia Secretary of State Brad Raffensperger, where Trump appeared to alternately flatter, beg, and threaten Raffensperger in an attempt to undo his loss in the traditionally Republican-leaning state.

In the Philippines, many have compared the controversy to that of the Philippines’ very own “Hello, Garci” scandal, which involved wiretapped phone conversations between then-president Gloria Macapagal-Arroyo and then-Commission on Elections (Comelec) director Virgilio Garcillano about allegedly rigging the results of the 2004 presidential election.

The Hello Garci scandal (or just Hello Garci), also known as Gloriagate,[1][2][3] was a political scandal and electoral crisis in the Philippines involving 14th president Gloria Macapagal Arroyo, who allegedly rigged the 2004 national election in her favor. The official results of the election gave Arroyo and Noli de Castro the presidency and vice-presidency respectively. Hundreds of national and local positions were also contested during this election. The scandal and crisis began in June 2005 when audio recordings of a phone call conversation between President Arroyo and then-Election Commissioner Virgilio Garcillano, allegedly talking about the rigging of the 2004 national election results, were released to the public.
