Bilahari Kausikan
Bilahari Kausikan is a prominent diplomat from Singapore, known for his insights into international relations, particularly in the context of Asia-Pacific politics.
Kausikan studied political science at the University of Singapore before receiving a scholarship to embark on a PhD in international relations at Columbia University. However, he decided against an academic career and returned to Singapore to join the Ministry of Foreign Affairs (MFA) in 1981.
During his 37 years in the Ministry, Kausikan served in a variety of appointments at home and abroad. He was Singapore’s Permanent Representative to the United Nations in New York and was Ambassador to the Russian Federation. Kausikan also held roles as the Deputy Secretary for Southeast Asia, the Permanent Secretary of the MFA, and in 2013 became the Ambassador-at-Large and Policy Advisor.

Biography
H.E. Bilahari Kausikan is currently Ambassador-at-Large in the Ministry of Foreign Affairs (MFA), Singapore. From 2001 to May 2013, he was the Second Permanent Secretary and subsequently the Permanent Secretary of MFA. He retired in June 2013 after 33 years in the public sector.
Ambassador Kausikan held a variety of appointments in the MFA, such as Director for Southeast Asia, Director for East Asia and the Pacific and Deputy Secretary for Southeast Asia. He was the Permanent Representative to the United Nations in New York from 1995 to 1998 and Ambassador to the Russian Federation from 1994 to 1995. He has been awarded the Public Administration Medal (Gold) and the Pingat Jasa Gemilang (Meritorious Service Medal) by the Singapore government. He was also awarded the Order of Bernardo O’Higgins with the rank of Gran Cruz by the President of the Republic of Chile and the Oman Civil Merit Order by the Sultan of Oman. Ambassador Kausikan was educated at Raffles Institution, the University of Singapore and Columbia University in New York.

Mr Bilahari Kausikan is currently Ambassador-at-Large at the Ministry of Foreign Affairs. Prior to this he was the Permanent Secretary of MFA from 2010 to 2013, and Second Permanent Secretary from 2001. He has also held various positions in the Ministry and abroad, including Singapore’s Permanent Representative to the United Nations in New York and Ambassador to the Russian Federation.
Mr Kausikan has been awarded the Public Administration Medal (Gold) and the Pingat Jasa Gemilang (Meritorious Service Medal) by the government of Singapore.
